You need 25,000… twenty-five thousand.
@vodooclown do i actually need 250000 because i only have 8000
this only works for houses (and the decorations) but doesn’t work for the dark brotherhood sanctuary upgrades

@Gielinorian talk to the yarls stewart in the blue palace in solitude one is for clearing a cave [once you clear the cave you have to talk to the yarl and she'll give you a quest to take a horn to shrine of talos] and the other quest is to kill a bandit leader [ decent money is involved and the bounty is 1k gold]

It works on items which can be bought through chat.
This will not work for vendors (shopkeepers).
